Recommendation on the draft Council decision authorising Member States to ratify, in the interests of the European Union, the Protocol of 2014 to the Forced Labour Convention, 1930, of the International Labour Organisation as regards Articles 1 to 4 of the Protocol with regard to matters relating to judicial cooperation in criminal matters [06731/2015 - C8-0078/2015 - 2014/0258(NLE)] - Committee on Civil Liberties, Justice and Home Affairs.

Supports the Commission’s call for a more joined-up inter-agency and cross-sectoral approach and the proposed measures for improving the exchange of information and good practices and for increasing operational cooperation between the Member States and with the EU agencies; reiterates its call for greater use of the existing instruments and databases such as SIS and ECRIS, and of joint investigation teams; calls on the Commission to take all necessary measures to speed up the conclusion of pending working arrangements between agencies; notes with regret that not enough concrete measures are provided for in the Agenda with a view t ...[+++]o strengthening its justice dimension; calls for the integration and further development of all aspects of judicial cooperation in criminal matters, including by strengthening the rights of suspected and accused persons, victims and witnesses and by improving the implementation of existing EU mutual recognition instruments;

When the Treaty of Amsterdam entered into force, judicial cooperation in civil matters was transferred from the third pillar to the first, since when the European Community has elaborated an ambitious work programme in that area.

With respect to the field at issue here, specific reference should be made to two such working parties, the Working Party on Mutual Assistance in Criminal Matters - which, as part of the activities for cooperation in justice and home affairs, dealt with the Convention on Mutual Assistance in Criminal Matters - and the Working Party on Police Cooperation, which was concerned with issues connected with the lawful interception of telecommunications traffic, including the monitoring of new communications systems (mobile telephones, Intern ...[+++]et, e-mail). The latter was also involved in the approximation of the standards of the Requirements of the authorities competent to order interception of telecommunications imposed on network operators and service suppliers.

In this way, the Council has taken a first step towards institutionalising the process of judicial cooperation, something which the Group of the European People’s Party and European Democrats has been demanding for a long time.
