La conversion des équipements militaires qui fonctionnent sous halon 1211 en équipements fonctionnant sous halon 1301 serait coûteuse et contre-productive en ce qui concerne la protection de la couche d'ozone, étant donné que le halon 1301 a un potentiel d'appauvrissement de la couche d'ozone plus de trois fois supérieur à celui du halon 1211.
