The then Deputy Solicitor General of Canada was asked to chair the meeting, Jean Fournier, with 34 countries, using experts who were hired, scientists, behavioural pharmacologists, supplemented obviously by other technical experts, to create what the actual indicia were, what kinds of data we needed, looking at the five areas that I talked about.
