Dans sa proposition de politique de canaux communautaires, il propose de permettre aux petits systèmes qui veulent accroître les ressources mises à la disposition de leurs communautés de consacrer l'intégralité de leurs 5 p. 100 au canal communautaire. On reconnaît que cela signifiera une petite réduction du montant versé au fonds, mais sachant aussi que dans ces communautés l'argent est vraiment difficile à trouver pour les canaux communautaires et que les recettes y sont modestes, au moins si l'intégralité des 5 p. 100 peut rester dans la communauté locale, le canal communautaire ne pourra qu'en profiter.
In their proposal for the community channel policy, they're proposing to allow small systems that want to increase the resources available to their communities to devote all of their 5% to the community channel, recognizing that this will mean some small reduction in the amount that goes to the fund, but recognizing that, in those communities, they're really cash-starved in the community channels, and given the small size of revenues in the communities, at least if all of that 5% can stay in the local community, that will make the local community channel stronger.
