More generally in tax matters, calls on the European Council to recognise the benefits of tax competition between Member States, and for Member States to retain freedom of manoeuvre, except where directly related to the proper functioning of the internal market, such as in the harmonisation of the tax base (but not the tax rate) in the field of company taxation;
