I'd like you to comment on that as well, and if there were a move in that sense, would you see that as protectionism, or simply as a way of strengthening North American integration, in the same way the Europeans did that after the war, France, Germany and I forget what the third power was with the steel industry, ultimately developing the European Common Market and the European Community?
