La CCSBT a modifié, au cours de sa 20 réunion, en octobre 2013, la résolution relative à la Commission élargie, afin de permettre aux OIER qui le souhaitent de devenir membres de ladite Commission (jusque-là, les OIER pouvaient uniquement obtenir le statut de partie non contractante coopérante), par un échange de lettres, dans lequel le demandeur s'engage fermement auprès de la CCSBT à respecter les conditions de la convention et à se conformer aux décisions de la CCSBT élargie.
During its 20th meeting in October 2013, the CCSBT amended the Resolution governing the Extended Commission to allow REIOs that so wished to become members (as opposed to cooperating non-members, the only option hitherto available) through the Exchange of Letters procedure in which the applicant is required to give the CCSBT a firm commitment to respect the terms of the Convention and comply with decisions of the CCSBT Extended Commission.
