De l'avis de votre rapporteure, le système devrait se présenter comme suit: Un juge par État membre serait nommé selon le système actuellement en vigueur. Le principe de l'équilibre géographique serait ainsi respecté, et les systèmes juridiques nationaux seraient suffisamment pris en compte. Les juges "supplémentaires" seraient exclusivement choisis par ordre de mérite, indépendamment de leur nationalité. Les gouvernements de tous les États membres pourraient proposer des candidats. Ce système est objectivement justifié et répond aux attentes des citoyens.
