Against a background where food production needs to increase by a minimum of 70% by 2050 in order to meet the world population’s food demands, food security must be the topic at the heart of the debates conducted at both global and European level.

CONSIDERING the World Food Summit Plan of Action adopted in Rome in 1996, as well as the Five Rome Principles for Sustainable Global Food Security identified in the Declaration of the World Summit on Food Security of 2009, in particular the commitment to achieve food security in all countries and the ongoing effort to reduce poverty and eradicate hunger that was reaffirmed by the United Nations General Assembly in the United Nations Millennium Declaration.

F. whereas sufficient global food production can be regularly undermined by a range of factors including extreme weather events such as floods and droughts, increasingly driven by climate change; limited availability of natural resources and the growing demand for food from rising populations; close links between energy and food security against the background of a very low level of global food stocks; growing production of biofuels, increased feeding of grain to livestock; increased speculation on food commodities; growing dependency on food imports in many developing countries due to conflicts or failed food security policies,

Believes that the CAP is an important element of EU food security policy now and beyond 2013 and that it should play a significant role in development policies, with specific regard to external food security policy; considers that functioning ecosystems, fertile soils, stable water resources and a diverse rural economy are essential in the interests of long-term food security; believes that, besides securing the European Union's food production, the CAP can contribute to meeting the increased demand for food globally without distorting the market; calls for measures to stabilise local and regional farming systems which are based on sustainabl ...[+++]e farming practices and provide strategic food reserves;

1. Affirms that global food security is a question of the utmost urgency for the EU and calls for immediate and continual action to ensure food security for EU citizens and at global level; considers it important to recognise the value of all the world's farming and food cultures; stresses that food should be available at reasonable prices for consumers, while at the same time a fair standard of living for farmers should be ensured;
