As you know, in a number of provinces there are parties that are unified, that have an administration that provides services to both federal and provincial associations, and they're really a unified party in that province.

Mr. James Sprague: There is not necessarily going to be a requirement for what you're calling unified parties to split.

They are unreadable. If we are to remain close to our citizens, we need to have the Treaties combined into a single text and divided into two parts – a constitutional part, and a second part which would then also partly have to be subjected to a simplified revision procedure.
