And bringing up human rights is not in any way to persecute Russia, push them into the corner or lecture them; bringing up human rights is, first and foremost, about looking after the people living in Russia; that is, protecting ordinary citizens.

Regarding international agreements, it will approve, prior to their adoption by the Council: i) association agreements; ii) the agreement on accession of the EU to the European Convention on Human Rights; iii) agreements creating a specific institutional framework by organising cooperation procedures; iv) agreements having significant budgetary implications for the Union; and v) agreements covering areas governed by the normal legislative procedure (or by a specific legislative procedure where required).
