For the purpose of supporting Union policies related to the bioeconomy and to facilitate governance and monitoring of research and innovation, socio-economic research and forward-looking activities will be performed in relation to the bioeconomy strategy, including development of indicators, data bases, models, foresight and forecast, and impact assessment of initiatives on the economy, society and the environment.

Believes that public funds for RD have to be substantially increased as public investment often provides an incentive for ensuing private investment; stresses the need to enhance, stimulate and secure the financing of research, development and innovation in the Union via a significant increase in relevant expenditure from 2013 notably for the Eighth Research Framework Programme; highlights, in this respect, the catalytic role that cohesion policy has played in the current programming period in increasing RD investment and urges ...[+++]that this trend be continued and strengthened in the next period;
