Request that the CFSP budget be fully transparent to the budgetary and discharge authority; Reiterates its concerns about the practice of carrying over unspent appropriations under the CFSP chapter, considered by the Commission as assigned revenues, and calls on the Commission to provide Parliament with all relevant information on this financial practice particularly; Commission is requested to provide a report with clarification in relation to the principle of universality and Article 18 of the Financial Reg ...[+++]ulation as well as the undertaken and the foreseeable assigned revenue and carry-overs; proposes that this issue is further examined at the regular consultation meetings on CFSP;
