The first, at the instigation of the Commons, was held at 8:30 p.m. on October 22; [6] the second, at the instigation of the Senate, was held later that evening at 11:00 p.m. [7] Upon the report of the managers on their return from the second conference, the House sought a third, free conference to be held “forthwith”.
