As regards EU action in this field, I would like to draw attention to the fact that the conclusions from the Seville European Council urged the Council to adopt a repatriation programme based on the Commission Green Paper on repatriation by the end of the year. This programme shall also aim to provide ‘the best possible facilities for early return to Afghanistan’, as stated in point No 30 of the conclusions.

In the meantime, the European Council meeting in Seville discussed the issue and adopted the following conclusion: “.adoption by the end of the year, of the components of a repatriation programme based on the Commission Green Paper; those components should include the best possible facilities for early return to Afghanistan”.
