Stakeholders could be invited by the Commission and the Member States to reach agreement on sector-specific parts of the guidance within a deadline.

A draft drawn up by the Commission was discussed in some depth, with the delegations reaching agreement on the bulk of the text.

In reaching its decision the Commission stressed the importance which it attaches to efforts in the OECD to reach a multilateral agreement on re- establishing normal and fair conditions in international trade in this sector, the elimination of all existing impediments to normal competition, and the need for a suitable instrument to counteract illegal practices and forms of assistance inconsistent with the agreement.

Agreement was also reached on the need for the three countries concerned to arrive at a trilateral agreement on rail transport and the development of combined transport for alpine transit.
