The strategy will have to explore how it can contribute to the European Commission's goal of pursuing concrete and differentiated environmental objectives with neighbouring countries, for example, in bilateral mechanisms or sub-regional co-operations like the EU Northern Dimension, the Danube-Black Sea Task Force and the Regional Environmental Reconstruction Programme in the Balkans.
