6. déplore que le Conseil européen ait adopté une approche descendante pour fixer le montant global du CFP 2014-2020, ce qui met en lumière un écart préoccupant entre les engagements politiques européens pris par le Conseil européen et sa réticence à les doter de moyens financiers suffisants; estime qu'au contraire, la décision aurait dû se fonder sur un processus ascendant, après une évaluation approfondie des besoins financiers et des objectifs politiques de l'Union, tels qu'ils ont été exprimés dans les politiques et les programmes pluriannuels européens définis par l'autorité législative;
6. Regrets that the European Council took a top-down approach to deciding the overall size of the MFF 2014-2020, which in turn demonstrates a worrying discrepancy between EU political commitments which the European Council has been making and its reluctance to adequately finance them; believes, on the contrary, that this decision should be based on a bottom-up process, resulting from a thorough assessment of EU financial needs and political objectives as set out in EU multiannual programmes and policies defined by the legislative authority;
