WELCOMES the Commission's Communication on Impact Assessment as a part of the package on Better Regulation; UNDERLINES the principles underpinning that Communication, regarding in particular qualitative aspects, long-term impacts, the degree of irreversibility and the precautionary principle; ENCOURAGES the Commission to conduct sustainability impact assessments for different policy options both inside and outside the EU covering in particular economic, social and environmental impacts as stated by the Gothenburg European Council, and URGES the Commission to ensure full transparency of the results.
