The procedure for the nominations will involve consultation of the Commission prior to all appointments, and gaining the approval of the European Parliament for the appointment of the chairman; it is expected to be completed before the end of the year.

Under Quebec legislation, returning officers are appointed further to an open, transparent and public competition during which the candidates' skills are evaluated. This is not the case with the partisan appointment process in place at the federal level for decades now.

The McGrath committee set out four principles that guided its recommendations on the role of Parliament with government appointments: that the primary purpose of a nomination procedure is to seek the best possible people; that it is important that the public see appointments as more than simply political patronage; that there are good reasons for excluding certain appointments from any political scrutiny; and, that some appointments warrant different degrees of scrutiny.
