H. considérant que l'ACCOBAMS (accord sur la conservation des cétacés de la Mer noire, de la Méditerranée et de la zone atlantique adjacente, conclu en rapport avec la convention sur les espèces migratrices) a recommandé que le grand dauphin de la Mer noire, qui fait l'objet d'un commerce de spécimens vivants destinés aux dolphinariums, soit inscrit à l'annexe I de la CITES,
