Calls on the Council to sign the AAs/DCFTAs between the EU and its Member States and Moldova and Georgia, respectively; expresses its approval of the proposal for a Council decision on the provisional application of the EU–Moldova and EU–Georgia AAs immediately upon signature; urges the General Secretariat of the Council of the European Union to reduce the notification procedures following the signing of the AAs, so that provisional application can take effect as soon as possible after signing; states its intention, in the event of all requirements being met and the AAs subsequently being signed, to proceed with full ratification of the EU–Moldova and EU–Georgia AAs as soon as possible and before the end of the Commission’s current term; call ...[+++]s for the allocation to those countries of the additional financial assistance required; calls, furthermore, for a frank and open dialogue with the Russian Federation in order to make every effort to develop synergies aimed at benefiting EaP countries;

Welcomes the decision of the European Council to sign the political chapters of the Association Agreement before the presidential elections in Ukraine; welcomes the European Council’s commitment to ensuring that the EU unilaterally adopts measures that will allow Ukraine to benefit substantially from the advantages offered in the Deep and Comprehensive Trade Area, such as the application of provisions related to the import of goods by reducing tariffs and opening tariff rate quotas; reiterates that the outstanding parts of the AA/DCFTA should be signed as soon as possible; insists on the need for clear signals demonstrating to Russ ...[+++]ia that nothing in this agreement endangers or harms future cooperative bilateral political and economic relations between Ukraine and Russia; welcomes the recent recognition by the Council that the Association Agreement, including a DCFTA, does not constitute a final goal in EU-Ukraine cooperation; stresses, furthermore, that Article 49 TEU refers to all European states, including Ukraine, which has a European perspective, and may apply to become a Member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights, and ensures the rule of law;

8. Recalls that the Association Agreements and DCFTAs are aimed at boosting the competitiveness, economic output and performance of partner countries and of the EU, while at the same time respecting the Eastern Partnership countries’ economic cooperation with Russia in a way that is beneficial to all parties; points out that, as such, the Association Agreements and DCFTAs do not undermine the long-standing trade relations which Eastern Partnership countries maintain in the region; believes that, on the contrary, they should not be seen as incompatible with those trade relations, and that, without prejudice to the obligations stemming f ...[+++]rom the Association Agreements and DCFTAs, any trade disputes should be resolved in accordance with the rules and obligations laid down in the World Trade Organisation; affirms, furthermore, that the EU is ready to assist Eastern Partnership partners in their integration efforts by supporting the provisional application of the relevant sections of the Association Agreements or DCFTAs upon signature, unfreezing suspended loans and assistance programmes if the required conditions are met, pursuing visa facilitation measures and the prospect of visa-free travel;

On 23 and 24 April 2007, the General Affairs and External Relations Council approved plans to negotiate association agreements with Central America, the Andean Community and its member countries, as well as draft free trade agreements with the Association of Southeast Asian Nations (ASEAN), India and South Korea.
