J'ai fait part de mon inquiétude quant à l'aspect actuariel des changements apportés à l'assurance-chômage, non seulement parce que le gouvernement refuse de nous fournir ses analyses, mais aussi à cause de la vision libérale du gouvernement libéral qui a introduit l'assurance-chômage. Paul Martin, père, a dit, le 19 juillet 1940, que toute tentative en vue de faire une analyse actuarielle fiable de l'assurance-chômage était tout à fait louable, mais qu'il fallait bien comprendre que c'était vraiment impossible.
I have expressed my concern about the actuarial soundness of these changes to UI, not only because the government refuses to provide us with its analyses but also because of a Liberal sentiment that was espoused by the Liberal government which introduced UI. Paul Martin Sr. on July 19, 1940 stated: ``While it is laudable to try to make UI actuarially sound, we must not be unmindful of the fact that it is impossible really to make it actuarially sound''.
