68. Calls on Member States to allocate sufficient budgetary resources for realising the objectives identified in their national Roma integration strategies; calls on the Council to support and adopt the proposals of the Commission and Parliament regarding the next Multiannual Financial Framework, in particular those enabling the European Social Fund and the European Regional Development Fund to better contribute to the social inclusion of Roma by broadening the range of ex ante conditionalities in order to include the development of national strategies and the mapping of the territorial concentration of poverty;

Bearing in mind that the use of recycled timber and timber products should be encouraged, and that including such products in the scope of this Regulation would place a disproportionate burden on operators, used timber and timber products that have completed their lifecycle, and would otherwise be disposed of as waste, should be excluded from the scope of this Regulation.

14. Notes the five headline targets agreed by the European Council on employment rate, conditions for research and development, reducing greenhouse gas emissions, improving education levels and promoting social inclusion; deplores that these headline targets are not formulated in the framework of a consistent and coherent sustainable development strategy combining the economic, social and environmental policy agendas; regrets the lack of ambition in these targets and the absence of specific indicators for some of them which open the door to a step backwards in major issues such as social inclusion, education and fighting poverty;

25. Considers that the qualifications acquired through sports activity should be recognised under the common reference system embodied in the future European Qualifications Framework; welcomes the Commission proposal to include sport within the field of application of the European Credit Transfer System for Vocational Education and Training; considers that increased transparency and mutual recognition of licences and diplomas for the provision of services in the sports sector in the EU would contribute to the free movement of persons (students, sportsmen and women, workers and employers) as well as to the long-term assimilation of athletes on the employment market, and that it would also contribute to social cohesion in Europe and to achi ...[+++]eving the Lisbon Strategy targets, as this is an area with a high potential for job creation;

While the scope of the open method of co-ordination in the field of inclusion largely exceeds the employment and labour market sphere, both strategies share a common purpose in this area and should therefore be closely co-ordinated.

1) As a basis for long-term employability and further learning, all citizens should be able to have free access to the acquisition of key skills, including literacy and numeracy but also other key skills, such as maths, science and technology, foreign languages, "learning to learn" skills (i.e. the ability and the desire to continuously acquire and update knowledge and competences), cultural awareness, social/personal skills, entrepreneurship, and technological culture (including ICT skills, to be validated, for example, through tools such as the European Computer Driving Licence, and the use of ICT and e-learning to assist a wider range of learning).
