1. se félicite des propositions de la Commission et approuve les objectifs de réduire la bureaucratie inutile et d'apporter une clarification juridique; observe que, comme annoncé par la Commission dans son livre blanc précité sur les services d'intérêt général, la clarification juridique doit préciser les conditions dans lesquelles les compensations ne constituent pas une aide d'État; invite toutefois la Commission à clarifier ce qui ne constitue pas une aide d'État;

Welcomes the proposals of the Commission and endorses the aims of reducing unnecessary red tape and providing legal clarification; notes that, as announced by the Commission in its abovementioned White Paper on services of general interest, legal clarification must include a definition of when compensation does not constitute state aid; calls on the Commission, however, to clarify what does not constitute state aid;
