La Commission estime-t-elle qu’il convient, lors des négociations sur les partenariats dans le cadre de FLEGT, d’imposer des conditions contraignantes concernant les aspects de développement (tant au niveau social qu’environnemental), afin d’améliorer ainsi les conditions de vie de la population locale? La Commission est-elle d’avis que la légalité constitue une condition de base de l’accès au marché européen et non une fin en soi pour FLEGT?
Does the Commission consider that, during the negotiations concerning partnerships under FLEGT, binding conditions should be agreed concerning development aspects (both social and environmental) in order to improve the living conditions of the local population, and is legality a basic precondition for access to the European market rather than an aim of FLEGT in its own right?
