es États nations et rend la Commission inexist
ante, le «centre de gravité» ...[+++] du ministre allemand M. Fischer, qui passe sous silence la question de la fédération, ou bien encore «l'avant-garde» de Jacques Delors, notion qu'il conviendrait d'approfondir.
Unfortunately the term has been hijacked, and is now used to mean anything from Schauble and Lamers' "hard core", whereby state structures would eventually wither away to an "empty shell", to President Chirac's "pioneer group" that would reassert the role of the Nation State and do away with the Commission altogether, with the German Minister Fischer's "centre of gravity", that glosses over the subject, or Jacques Delors' as yet undefined "vanguard" somewhere in between.
