In the run-up to the full introduction of biometric passports, the current legal framework allows for schemes based on voluntary enrolment to be deployed by Member States, under the condition that the criteria for enrolment correspond to those for minimum checks at the borders and that the schemes are open for all persons enjoying the Community right to free movement.

4. Welcomes the fact that the new CAP retains the F&V regime, while acknowledging that existing instruments have not always been effective, as recognised by the Commission in its public consultation document entitled ‘A Review of the EU Regime for the Fruit and Vegetables Sector’, and therefore supports the work of the Newcastle Group aimed at improving the F&V regime, which should take account of the specific nature of the legal arrangements governing cooperatives in the Member States, so as not to limit the creation of new POs, while respecting the fact that growers may opt to remain outside the PO system;

The new directive will clearly contribute towards the clarification and better understanding of the extensive current legal arrangements in this area. The directive concentrates on codifying laws without amending their actual content.

4. Calls on the Commission to contribute to the present reform of the Financial Regulation, which pursues the following aims: increase of coherence in the present legal framework; reduction of provisions; clarity, unambiguousness and manageability; to this end, calls for the incorporation of the Rules for Participation into the body of the Financial Regulation;
