The Commission examined in particular the horizontal overlaps between the activity of Greenstar and Biffa on the UK market, namely: (i) the collection of municipal (non-hazardous) waste; (ii) the collection of industrial and commercial (non-hazardous) waste; and (iii) waste treatment by way of recycling.

The Commission is of the view that for the purposes of this directive, the term "industrial and municipal waste" may include waste denominated as "commercial waste".
