b) À la majorité de quatre-vingt-cinq pour cent du nombre total des voix attribuées, le Fonds pourra adopter des politiques lui permettant, dans des circonstances exceptionnelles, à la majorité de soixante-dix pour cent du nombre total des voix attribuées, d’autoriser les participants à convenir, dans des transactions effectuées conformément à la section 2, paragraphe b), du présent article, de taux de change autres que ceux qui seraient applicables en vertu du paragraphe a) ci-dessus.
(b) The Fund, by an eighty-five percent majority of the total voting power, may adopt policies under which in exceptional circumstances the Fund, by a seventy percent majority of the total voting power, may authorize participants entering into transactions under Section 2(b) of this Article to agree on exchange rates other than those applicable under (a) above.
