In addition, countries remain free to regulate activities within their territory and to guarantee the achievement of legitimate public objectives.

It should be noted that the GATS Agreement preserves WTO Members' sovereign right to regulate economic and non-economic activities within their territory and to guarantee the achievement of legitimate public objectives.
