To ensure open and competitive markets , Member States should give priority to the removal of regulatory and other barriers that hinder competition in key sectors; a more effective enforcement of competition policy; selective market screening by competition and regulatory authorities in order to identify and remove obstacles to competition and market entry; a reduction in State aid that distorts competition; and a redeployment of aid in favour of support for certain horizontal objectives such as research and innovation and the optimisation of human capital.

Considers that the procurement chapter should not only address existing market access issues but also include a mechanism to prevent the development of new barriers; understands that US public procurement also falls under the jurisdiction of individual states; recalls the significance for transatlantic trade of open procurement markets that offer equal access to all suppliers, in particular to SMEs; reiterates the view that EU SMEs should have the same level of advantages and possibilities as regards public tenders in the US as the ...[+++]y enjoy inside the EU, and recalls that the HLWG has specifically identified horizontal provisions on SMEs as an area with a high possibility of receiving transatlantic support; underlines the importance of both sides complying with the Agreement on Government Procurement (GPA);

Member States should continue to improve the business environment by modernising public administrations, improving corporate governance, removing remaining barriers to the internal market, eliminating unnecessary administrative burdens and avoid unnecessary new burdens by applying smart regulation instruments, including by developing further interoperable e-government services, removing tax obstacles, supporting small and medium-sized enterprises (SMEs), improving their access to the Single Market in line with the ‘Small Business Act ...[+++]for Europe’ and the ‘Think Small First’ principle, ensuring stable and integrated financial services markets, facilitating access to finance, improving conditions for promoting access to and protecting intellectual property rights, supporting internationalisation of SMEs and promoting entrepreneurship, including female entrepreneurship.
