Stresses that both plenary sittings and committee meetings can be publicly accessed by all through webstreaming or video on demand – new media which are increasing the transparency of European Parliament activities for EU citizens – and that their availability in all official languages highlights the democratic and multicultural nature of Parliament;

29. Reiterates the need to ensure utmost transparency, accountability and democratic scrutiny for innovative financial instruments and mechanisms that involve the EU budget; calls on the Commission to propose an implementation and project eligibility framework -to be decided through the ordinary legislative procedure- that would ensure a continuous flow of information and participation of the budgetary authority regarding the use of these instruments across the Union, allowing Parliament to verify that its political priorities are met, as well as a strengthened control on such instruments from the European Court of Auditors;

On the basis of scientific breakthroughs in recent years, the explosion in the knowledge on living systems is set to deliver a continuous stream of new applications.

Thus in the second round of EQUAL, the duration of action 1 will be configured to support this essential dialogue and the break in activity between action 1 and action 2 will be avoided by the introduction of a confirmation step for action 2 providing for a continuous flow of activity by the Development Partnership.
