D. considérant que l'initiative EBA, si elle est appliquée en l'état, engendrera un afflux massif de sucre sur le marché européen, notamment par le biais d'un commerce triangulaire illégal, qui consiste à réexporter vers l'Europe du sucre acheté préalablement au prix du marché mondial; que la détection de cette opération est quasiment impossible, que ces importations menacent la cohérence et l'équilibre même de l'OCM et que cette fraude porte préjudice au contribuable européen,
D. whereas the EBA initiative, if it is applied as it stands, will result in a massive influx of sugar onto the European market, in particular through illegal triangular trade whereby sugar purchased in advance at the world market price is re-exported to Europe; and whereas it is virtually impossible to detect transactions of this kind and such imports put the coherence and even the very balance of the common organisation of the market at risk and whereas, at the same time, such fraud is damaging to European taxpayers,
