considérant que les bâtiments auront une incidence sur la consommation d'énergie à long terme; qu'il importe donc de doter les bâtiments neufs d'une isolation thermique performante et adaptée aux conditions climatiques locales; que cela s'applique aussi aux bâtiments appartenant aux pouvoirs publics, ces derniers devant donner l'exemple en tenant compte des considérations liées à l'environnement et à l'énergie;
Whereas buildings will have an impact on long-term energy consumption; whereas new buildings should therefore be fitted with efficient thermal insulation tailored to the local climate; whereas this applies also to public authority buildings where the public authorities should set an example in taking environmental and energy considerations into account;
