Your rapporteur is in favour of strengthening the Community Tobacco Fund for various reasons: firstly, because with the new approach introduced in the proposal, which we will comment on later, it will become a means of accompanying conversion which, coming under the first pillar of the CAP (part of the COM in tobacco), will ensure greater efficiency and strengthen any general conversion programmes which may be introduced by the Member States under the second pillar (rural development); secondly, because it constitutes explicit recognition, under the first pillar, of the multifunctional role (environmental, territorial and social) played ...[+++] by tobacco cultivation, especially in the regions most dependent on this crop and with few viable alternatives; finally, it must be borne in mind that the European Parliament always unequivocally advocated the creation of the Fund when the last reform of the sector was adopted.

In this case, there are a few basic principles which I feel must guide our action: we must act fairly against all factors likely to cause addiction, such as advertising and excessive consumption of dangerous pharmacological substances – funded, moreover, from the social security system –and we must ensure that restrictions on tobacco production within the Union are accompanied by the monitoring and restriction of imports so that their effects on consumption are not cancelled out. We must give tobacco growers an adequate timescale in which to adapt their production to the new standards for tar content and we must reject any restriction on ...[+++] subsidies for tobacco production unless we replace them with aid as an incentive for conversion.

The Community was able to deal with crises, ensuring balanced development of the production and distribution of resources and facilitating the necessary industrial restructuring and redevelopment.
