Elle est réalisée par un évaluateur indépendant, soumise au comité de suivi du cadre communautaire d'appui ou de l'intervention conformément à l'article 35, paragraphe 3, puis transmise à la Commission en règle générale trois ans après l'approbation du cadre communautaire d'appui ou de l'intervention et au plus tard le 31 décembre 2003, en vue de la révision visée à l'article 14, paragraphe 2.
It shall be carried out by an independent assessor, be submitted to the Monitoring Committee for the Community support framework or assistance concerned in accordance with Article 35(3), and then sent to the Commission, as a general rule three years after adoption of the Community support framework or assistance, and no later than 31 December 2003, with a view to the revision referred to in Article 14(2).
