100. Accepts the requested amendments to the EEAS establishment plan, notably with a view to reinforcing delegations; will however continue exercising vigilance as regards the composition of the EEAS staff and compliance with the statutory obligation that EU officials represent at least 60% of the EEAS AD staff; demands that the EEAS provide regular reports on this matter; remarks that the increase in budgetary needs of the EEAS is a result of a reallocation of competences previously carried out by the Council and the Commission, and the development of underestimated needs such as start-up costs, new obligations and tasks currently un ...[+++]dertaken by the Council and the Commission;

The Council today adopted revised versions of the EU staff and financial regulation necessary for the functioning of the European External Action Service (EEAS). This follows a first-reading agreement with the European Parliament.

– The next item is the joint debate on Elmar Brok’s report on the institutional aspects of setting up the European External Action Service (2009/2133(INI) – (A7-0041/2009)) and the declaration of the Council and the Commission on the creation of a European External Action Service.

the EEAS should take a form enabling the Union to act coherently in its external relations; in particular, the units dealing with CFSP matters in the stricter sense and officials holding senior positions in the delegations should be brought under the umbrella of the EEAS,

2. Is convinced that, to this end, the EEAS should be incorporated, in organisational and budgetary terms, in the Commission's staff structure, while the directorial powers of the Foreign Minister, who will also be a Commission Vice-President, should ensure that the Service is bound in the "traditional" foreign policy sphere (the CFSP and the CSDP) by the decisions of the Council - as provided for by the Constitution - and subject in the Community external relations sphere to the decisions of the college of Commissioners;
