The impact analysis will look in detail at social, economic and environmental impacts in the following 3 sectors and 11 sub-sectors; the agriculture, processed agricultural products (PAPs), and fisheries sector, and the sub-sectors of dairy, beverages, other PAPs; the industrial products sector, and the sub-sectors of mining, coal, and oil and petroleum products; the services sector, and the sub-sectors of transportation, financial, telecommunication, and other business services.

2. From the date of entry into force of the Agreement in the form of an Exchange of Letters signed at Brussels on 4 November 2009, which corresponds to the seventeenth day of Heshvan 5770 in the Hebrew calendar, (hereinafter the "Agreement in the form of an Exchange of Letters") customs duties and charges having equivalent effect (including their agriculture component), which are applicable on the import into the State of Israel of agricultural products, processed agricultural products, fish and fishery products originating in the European Community shall be eliminated, except for those products listed in Table 1 of the Annex.

2. From the date of entry into force of the Agreement in the form of an Exchange of Letters signed at Brussels on 4 November 2009, which corresponds to the seventeenth day of Heshvan 5770 in the Hebrew calendar, (hereinafter "the Agreement in the form of an Exchange of Letters"), customs duties and charges having equivalent effect (including their agriculture component), which are applicable on the import into the European Community of agricultural products, processed agricultural products and fish and fishery products originating in Israel shall be eliminated, except as otherwise provided for in Table 1 of the Annex.

Israel undertakes that it shall neither make any claim, request or referral nor modify or withdraw any concession pursuant to GATT 1994 Articles XXIV. 6 and XXVIII regarding agricultural, processed agricultural or fishery products in relation to this enlargement of the Community, for other products than those falling under the CN Code 21069098, subject to the completion of negotiations on a new Additional Protocol for the adaptation of bilateral trade concessions in agricultural, processed agricultural or fishery products according to the Annex to this Protocol.

Whereas agricultural and medical products should be made available to Romania and Bulgaria to improve the food supply and health conditions of the peoples of these two countries, without jeopardizing progress towards a system of supply based on market rules; whereas the Community has agricultural products in storage as a result of intervention measures and, in view of the situation on the market, priority should be given, in carrying out this action, to supplying these products; whereas, further, provision should be made for mobilizing agricultural products on the Community market in response to specific requests; whereas regularization of the agricultura ...[+++]l markets may also be achieved by supplying such products in processed form;
