secondly, Petition No 597/95, which our committee is considering together with the above proposal, and which calls on the European Parliament to use its right of initiative under Article 138b(2) of the EC Treaty and draw up a regulation placing homosexual officials living in a permanent relationship with a partner on the same footing as married officials and thereby giving them the same financial and social entitlements under the Staff Regulations.
