In order to maintain and strengthen territorial cohesion in the European Union, the basis for the calculation model should not be the aircraft payload ('revenue tonne kilometre - RTK') but the aircraft capacity ('available tonne kilometre - ATK'). There would otherwise be a risk that in particular air services to remote areas, islands and outermost regions will be disproportionately burdened.

The ATK (‘available tonne kilometre’) model, which is based on an aircraft’s maximum capacity, would be the best way to guarantee fairness in emissions trading, and would ultimately be better for the climate.

For the purpose of applying for an allocation of allowances in accordance with Article 3d(1), the amount of aviation activity shall be calculated in available tonne-kilometres using the following formula:
