Beyond the specific interests uniting those Member States which share a border with the EU's neighbours to the North and South, the EU has a collective interest in consolidating democracy and the rule of law and in vigorously encouraging economic reforms and integration throughout the area formed by the EU with Russia and its neighbours, the Balkans and the Mediterranean through to the Persian Gulf.

Others, such as Saudi Arabia and other Persian Gulf producers, prefer to vary prices over the longer term, since they have abundant reserves, so as to prevent the emergence of alternative energy sources and at the same time maintain oil's position on the world energy scene in the medium and long-term, together with their market share.

The Honourable Senator Segal called the attention of the Senate to the government of Iran's imminent nuclear war capacity and its preparations for war in the Middle East, and to the commitment of Canada and its allies, including the USA, Russia, Turkey, the Gulf States, Egypt, Jordan, Saudi Arabia and others, to diplomatic and strategic initiatives that exclude first-use nuclear attack, the ability of Canada to engage with its allies in order to understand, measure and contain this threat, and the capacity of Canada to support allied efforts to prevent a thermonuclear exchange in the Middle East.
