Given the importance of the ETC for the cohesion policy providing a framework for the implementation of joint actions and policy exchanges between national, regional and local actors from different Member States or third countries, this Regulation should address certain difficulties faced by ETC projects in order to facilitate their compliance with State aid rules.

C. whereas in November 2012 the United States announced that the conference could not be convened in 2012 because of present conditions in the Middle East and the fact that the states in the region had not reached agreement on acceptable conditions for a conference; whereas the US has put forward specific parameters necessary for the conference, including: the participation of all countries of the Middle East and other relevant countries; an exchange of views on a broad agenda, to include regional security issues; a mandate drawn up by all the countries in the region; and a requirement that the conference operate ...[+++] by consensus;
