As indicated earlier, there are two forms of recourse to the Inter-American Court of Human Rights: the referral of the contentious case by the Inter-American Commission on behalf of an individual or by States against one another, or a request for an advisory opinion, which can be addressed directly by the State concerned, by the Commission or by authorized OAS bodies.
