All'origine di queste CER ed ERU vi è un numero limitato di paesi: l'80% delle CER sono imputabili a progetti realizzati in Cina e quasi il 5% in India, mentre per quanto riguarda le ERU, il 70% ha origine da progetti in Ucraina e il 25% in Russia.

Poiché prima del 2015 gli Stati membri non possono riportare le CER e le ERU detenute dai gestori da un periodo d’impegno ad un altro nell’ambito degli accordi internazionali (il cosiddetto «accumulo» delle CER e delle ERU), e solo se gli Stati membri decidono di consentire l’accumulo di tali CER ed ERU nell’ambito di limitati diritti ad accumulare tali crediti, la certezza di una tale possibilità dovrebbe essere garantita imponendo agli Stati membri di autorizzare i gestori a scambiare le CER e le ERU rilasciate per le riduzioni delle emissioni ottenute prima del 2012 con quote valide dal 2013 in poi.
