.3 Il CdR concorda con la valutazione della Commissione secondo cui l'Unione europea può adottare misure conformi al principio di sussidiarietà sancito dall'articolo 5 del Trattato sull'Unione europea, tenuto conto del fatto che gli obiettivi del regolamento proposto, nell'ambito degli impegni sottoscritti con l'adesione alla convenzione quadro delle Nazioni Unite sui cambiamenti climatici (UNFCCC), non possono essere sufficientemente realizzati dagli Stati membri e, in ragione delle dimensioni e degli effetti dell'azione prevista, possono quindi essere meglio conseguiti a livello dell'UE; il CdR conviene altresì con la Commissione quanto al fatto che il r

1.3 The Committee of the Regions shares the Commission's assessment that since the objectives of the proposed Regulation, in the context of the UNFCCC commitments, cannot be sufficiently achieved by the Member States and can therefore by reason of scale and effects be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity set out in Article 5 of the Treaty on European Union; and that in accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary to achieve those objectives.
