In addition, from 2006 to 2013, as a financial and budget expert, I was a member of the Working Committee of the Government Debt Committee, a body set up to advise the federal Austrian Government, and the Austrian Court of Auditors’ representative on the Standing Committee on the Estimates and Accounts of Local Authorities.

As the ECB already participates in the work of the existing Interim Working Committee on Financial Conglomerates, as well as the European Financial Conglomerates Committee, its participation as an observer should be mentioned together with the Commission and CESR.

The present report is based on this Communication and also on the Commission Communication COM(2004) 539, the 27th annual activity report of the Advisory Committee on Safety, Hygiene and Health Protection at Work, and SEC(2004) 635, on the Commission staff working paper on the implementation of Directive 91/383/EEC supplementing the measures to encourage improvements in the safety and health at work of workers with a fixed-duration employment relationship or a temporary employment relationship.

The purpose of these Internal Regulations is to govern the reciprocal relations between National Insurers' Bureaux thereby enforcing the provisions of Recommendation No 5 adopted on 25 January 1949 by the Working Party on Road Transport of the Inland Transport Committee of the European Economic Commission of the United Nations, superseded by Annex 2 of the Consolidated Resolution on the Facilitation of Road Transport (RE4) adopted by the Working Party at its 74th session held on 25 to 29 June 1984, in its current version (hereinafter called recommendation No 5 ...[+++]).

The evaluation reveals poor coordination and poor communication between the different departments within the EMCDDA. Decisions are far too centralised. The REITOX network is more a virtual network than an operational one. The National Focal Points are under-used and they could make a far greater contribution to the EMCDDA’s work. The role of the scientific committee is still poorly defined and its work is not a central part of the programme. The Management Board is ineffective in achieving its goals and its meetings are often held without a pre-established agenda and do not involve genuine discussion of strategies. There is no disseminat ...[+++]ion strategy for the results the Board produces and, therefore, only a small proportion of the information produced by the EMCDDA is published and disseminated. With regard to work scheduling, there is insufficient coordination of the management tasks of the director and the heads of department. The administrative procedures are burdensome and inappropriate for such a small organisation and this generates manifest problems in terms of administration, management, planning assessment, development, recruitment and training. The current accounting system will have to be revamped so that the real costs of activities can be traced. Too many staff and too great a proportion of funds are dedicated to the purely administrative function of the EMCDDA.

(22) Whereas necessary technical adjustments to this Directive should be drawn up by the Commission in cooperation with the Committee set up by Directive 89/391/EEC to assist the Commission in making technical adaptations to individual Directives adopted under the framework of that Directive; whereas the Commission, after first seeking the advice of the Advisory Committee on Safety, Hygiene and Health Protection at Work in accordance with Decision 74/325/EEC (14), should also draw up practical guidelines for the application of this Directive;
