(7) In order to achieve EU air quality objectives, as set out in the Union´s air quality standards and Directive 2008/50/EC of the European Parliament and of the Council, and to ensure a continuous effort to reduce vehicle emissions, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFUE) should be delegated to the Commission in respect of the detailed rules on the application of Regulation (EC) No 715/2007 to vehicles of categories M1, M2, N1 and N2 with a reference mass exceeding 2 610 kg but with a maximum technically permissible laden mass not exceeding 5 000 kg, ...[+++]the specific procedures, tests and requirements for type approval, the requirements for the implementation of the prohibition on the use of defeat devices that reduce the effectiveness of emission control systems, the measures necessary for the implementation of the obligation of a manufacturer to provide unrestricted and standardised access to vehicle repair and maintenance information, the amendment of Regulation (EC) No 715/2007 for the purposes of recalibrating the particulate mass based limit values and introducing particle number based limit values that would correlate broadly with the petrol and diesel mass limit values.

In order to limit the burden to the manufacturers, the presentation of test reports of certain components and separate technical units issued under Directive 2003/37/EC, Directive 2007/46/EC of the European Parliament and of the Council (4), Directive 97/68/EC of the European Parliament and of the Council (5), Regulation (EU) No 595/2009 of the European Parliament and of the Council (6) or international regulations referred to in Chapter XIII of Regulation (EU) No 167/2013 and the delegated and implementing acts adopted pursuant that Regulation, should be accepted when applying for type-approvals under Regulation (EU) No 167/2013 ...[+++]under the condition that neither the substantive requirements nor the requirements regarding the test procedures have changed since the execution of the test.

(20a) For engines adapted for marine use, where the source engine is already type-approved in accordance with Directive 97/68/EC of the European Parliament and of the Council of 16 December 1997 on the approximation of the laws of the Member States relating to measures against the emission of gaseous and particulate pollutants from internal combustion engines to be installed in non-road mobile machinery or Directive 2005/55/EC of the European Parliament and of the Council of 28 September 2005 on the approximation of the laws of the Member States relating to the measures to be taken against the emission of gaseous and particulate pollutan ...[+++]ts from compression-ignition engines for use in vehicles, and the emission of gaseous pollutants from positive-ignition engines fuelled with natural gas or liquefied petroleum gas for use in vehicles, manufacturers should be able to rely on the proof of conformity issued by the original engine manufacturer where those adaptations have not altered exhaust emission characteristics.
