VIII PER QUANTO RIGUARDA L'ACCESSO A
I MERCATI DEI PAESI TERZI 1. sottolinea l'importanza che riveste il mercato dei paesi terzi per l'industria farmaceutica dell'Unione europea, che resta il primo centro di produzione e d'esportazione di medicinali del mondo; 2. ritiene che, forte dell'acquis comunitario in questo settore, l'Unione europea debba sforzarsi di migliorare le condizioni d'accesso dei medicinali inv
entati e sviluppati dall'industria farmaceutica europea ai mercati dei paesi terzi; 3. rammenta che il settore farmaceutico,
...[+++] grazie al suo altissimo livello normativo, è caratterizzato anche da una serie importante di ostacoli agli scambi, che costringono sovente l'industria farmaceutica a ripetere le prove dei medicinali e le operazioni di controllo; 4. prende atto degli sforzi compiuti nel contesto della conferenza internazionale di armonizzazione (ICH) in materia di armonizzazione dei requisiti normativi farmaceutici e invita la Commissione a presentare al Consiglio una relazione sui risultati ottenuti al temine del primo ciclo di conferenze e sugli obiettivi da fissare per la prosecuzione dei lavori; 5. incoraggia la Commissione a proseguire la negoziazione, attualmente in corso, degli accordi di reciproco riconoscimento in materia di ispezione e di controllo dei medicinali, segnatamente per quanto riguarda l'equivalenza delle norme di buona fabbricazione con i partner commerciali dell'Unione; 6. rammenta l'importanza che l'industria farmaceutica annette ai diritti di proprietà intellettuale e la funzione capitale che svolge una protezione efficace, completa e rispettata di detti diritti per assicurare il finanziamento di una ricerca innovativa sempre più costosa; 7. incoraggia la lotta contro le frodi e chiede alla Commissione e agli Stati membri di lottare, in collaborazione con gli opportuni organi a livello internazionale, contro la contraffazione, nonché di accertarsi che sia attuato l'accordo sugli aspetti dei diritti di proprietà intellettuale ...VIII. or means that it is also subject to a consid ...[+++]erable number of barriers to trade, which often force the pharmaceutical industry to repeat tests on medicinal products and checking operations; 4. notes the efforts made in the context of the International Conference on Harmonization (ICH) with regard to harmonizing statutory requirements for pharmaceuticals and invites the Commission to submit a report to the Council on the results achieved after the first round of conferences and the aims to be set for the continuation of the proceedings; 5. encourages the Commission to continue the negotiations now under way on mutual recognition agreements relating to inspection and control of medicinal products, in particular with regard to equivalence of good manufacturing practice, with the Union's trading partners; 6. recalls the importance of intellectual property rights for the pharmaceutical industry and the crucial part played by effective, complete and respected protection of these rights in ensuring financing for ever more costly innovative research; 7. encourages the fight against fraud and asks the Commission and the Member States to cooperate with the appropriate bodies at international level to combat counterfeiting and ensure the implementation of the agreement on trade-related aspects of intellectual property rights (TRIPs) concluded within the GATT framework; IX.
