Conformemente al piano di ristrutturazione del 1999 la Slovacchia deve adottare e applicare una nuova legislazione per migliorare l'allineamento con l'acquis, segnatamente per quanto concerne l'indipendenza di gestione delle aziende ferroviarie, l'accesso alle infrastrutture e i diritti di transito, la base finanziaria solida delle imprese, la separazione della contabilità e della gestione delle infrastrutture dei servizi di trasporto, il rilascio delle licenze e la ripartizione delle infrastrutture.
In accordance with the 1999 restructuring plan, Slovakia needs to adopt and implement new legislation in order to achieve further alignment to the acquis; notably as regards management independence for railway undertakings, access to the rail infrastructure and transit rights, a sound financial basis for undertakings, separation of accounts for infrastructure and operation services, as well as licensing and allocation of infrastructure.
